The Strong Empowerment Village is the fourth community created under the Alberta Alive vision. Located at the prominent intersection of N Alberta and N Williams Avenue, within the N/NE Urban Renewal Area, The Luther Strong Jr. and Dr. Jackie Strong Empowerment Village brings 75 new housing units to Portland's Humboldt neighborhood. These residences will cater to households with incomes ranging from 30% to 60% AMI. The Strong Building is the third phase of the Alberta Alive initiative, a partnership between Self Enhancement Inc. and Community Development Partners with the shared vision to provide accessible housing to low-income African American families in North and Northeast Portland. All units within the development will adhere to the City’s North/Northeast Preference Policy, prioritizing families displaced due to the City's past urban renewal activities.

In addition to the one-, two-, and three-bedroom units, The Strong Building will offer a variety of community amenities, including a large community room with a full kitchen and an open amenity area for informal seating and gatherings. The ground level will also feature leasing offices, a service provider office, and indoor bike parking. Laundry facilities will be conveniently available on every floor.

Led by SEI, resident services and programming will be designed to ensure The Strong Building residents find a home that is welcoming, safe, and responsive to their needs. Programming includes youth services, such as academic support, social programs, and after school activities, family and parenting support, physical fitness and lifestyle classes, employment services, and connection to SEI’s numerous community and family programs.

Leasing Information
The Strong Empowerment Village provides 75 one-, two-, and three-bedroom apartment homes to low-income individuals and households earning 30%-60% of the area median income (AMI) or below. To qualify, households must meet income requirements as shown below. The Strong Empowerment Village gives preference for applicants who are eligible through Portland Housing Bureaus (PHB) N/NE Preference Policy. Applications must be submitted through the PHB Preference Policy Waitlist website.

Resident Programming and Services
Self Enhancement, Inc. (SEI)
All Alberta Alive communities will offer culturally-responsive resident programs and services tailored by SEI - Oregon's largest African American-led nonprofit multi-service organization. SEI will provide onsite events and programming including financial management, credit repair, and homeownership education, as well as connections to other resources and services. Portland Housing Bureau (PHB)
The Strong Empowerment Village received project support from PHB government organization dedicated to the vision of ensuring that all Portlanders can access affordable housing equitably. Their N/NE Preference Policy program addresses the harmful impacts of urban renewal by giving preference to housing applicants with generational ties to North/Northeast Portland.
