The Dr. Darrell Millner is the third community created under the Alberta Alive vision. The building provides 63 apartment homes, ranging from one- to three-bedroom floor plans, and three-bedroom floor plans for low-income households, with 75% of the unit mix offering two or more bedrooms for families. The community is just over a mile away from the Ronnie Herndon and Paul & Geneva Knauls Buildings.

Leasing Information
The Dr. Darrell Millner Building provides 63 one-, two-, and three-bedroom apartment homes to low-income individuals and households earning 30%-60% of the area median income (AMI) or below. To qualify, households must meet income requirements as shown below. The Dr. Darrell Millner Building gives preference for applicants who are eligible through Portland Housing Bureaus (PHB) N/NE Preference Policy. Applications must be submitted through the PHB Preference Policy Waitlist website.

Resident Programming and Services

Self Enhancement, Inc. (SEI)
All Alberta Alive communities will offer culturally-responsive resident programs and services tailored by SEI - Oregon's largest African American-led nonprofit multi-service organization. SEI will provide onsite events and programming including financial management, credit repair, and homeownership education, as well as connections to other resources and services. Learn more at

Portland Housing Bureau (PHB)
The Dr. Darrell Millner Building received project support from PHB government organization dedicated to the vision of ensuring that all Portlanders can access affordable housing equitably. Their N/NE Preference Policy program addresses the harmful impacts of urban renewal by giving preference to housing applicants with generational ties to North/Northeast Portland.
